Wales and England are different countries with different languages. Granted, Wales is bilingual.
I thought only 20% of Wales spoke Gaelic (or is it Welsh) at this point. Could have been wrong.
It's compulsory in our schools. At a guess, the 20% you refer to are probably the Walians who speak just Welsh. The rest of us speak both English and Welsh with varying proficiency.

This is my two cents. I've been told that "Jennifer" means "white wave" in Welsh. I've Googled it a few times in my history of Googling. What say you?
Jennifer's a different version of the Welsh name Gwynhwyfar. Gwyn = white. Further than that I couldn't tell you.
