More often than not it works, but certain stories that I've tried to download from the workshop come across in computer hieroglyphics.  They're accompanied by a box that invites me to try different formats from Vietnam to western europe, but none of "em work.  So I was wondering what if anything there is I can do from my side to turn those symbols to words and to avoid pestering the other.

What file extensions are causing that?

This will be the docx debacle again. old MS word version won't open em' properly.

Using openoffice or an up-to-date MS office, or requesting the authors to send you the file as a plain .doc are the easiest solutions.

Thanks for the help guys.  Getting about updating my MS office which hasn't been in god knows when seems to be the solution wickedvoodoo, so I appreciate the advice.
