I'm asking for a friend. I told her this is the place to be, but I haven't been an active member here in a pretty long time. Is there still much throwing about of brains over there behind the big paywall?

I'm a bit biased, but it always looks really good to me. Pretty in-depth readings. My advice is try it for a month when she's ready to review a couple things and post something of her own and see how it goes.

I've oly been a part of this workshop for a month or less, but it's fairly active.  Each submission seems to get several reivews (especailly the shorter pieces).  I'm impressed with the content in the reviews as the workshoppers are both helpful and intelliget as far as the advice they give.

Quick summary:  Over the past few weeks there has been one or two pieces submitted each week, and each submission looks to average three reviews.

The people here tend to be more serious about improving their craft and it shows in the reviews.  You might only get 2 or 3 reviews for a longer piece, but those reviews will have alot of depth.  It has caused me to take reviewing someones work more seriously, which, in it's own way, has helped improve my writing.
