Usually accept foreign authors, provided that they writing itself is topnotch?
For what I'm wanting to write for, I haven't found any magazines request writing for children/young adults with a focus on a dark style. At the Grinder there was none specifically listed. And one outright mentioned not focusing on anything to "graphic" (think blood and guts a.k.a revolutionary France and the US.)
I'm pretty sure Cricket doesn't take stories for focus on the theme of "early adulthood", or early teens tossed into the adult world with all it's problems:
1. First time paying rent
2. Existentialist crises plots.
Granted my style is more implication now, compared to when I wrote when way back in 2007, way back when I didn't understand that subtlety was a skill to be admired.
Side Note: The longer novella written in this style is finished, but I don't really think it's good enough to really submit anywhere, thus starting a new project with a lighter tone.
A lot of them do, some don't. You will just have to read the submission guidelines. I presume by 'foreign' that you are thinking of English language publications?
Are you searching via Duotrope? If you plan on being studious and regularly polishing off stories for submission it's well worth the $5/month. I don't know if there is a search criteria for exactly what you're looking for but you could start a free trial and see.
